Constable Patrick Quincy is a dedicated law enforcement leader with over 19 years of experience in community policing. A native of Baton Rouge, Louisiana, he enlisted in the United States Marine Corps in 1999 and later attended McNeese State University and Southern University. After graduating in the top 5 of his class from the Law Enforcement Academy, he worked with the Katy ISD Police Department before joining the Harris County Precinct 5 Constable’s Office, where he held various leadership roles before becoming Chief Investigator with the Fort Bend County Attorney’s Office in 2021.
Judge Keisha T. Smith was installed in office on January 1, 2025. She is an accomplished professional who has lived in Fort Bend County, Texas, for over twenty years with her husband and is a proud mother of three sons. Before taking office, she recently served as a Chief Deputy in Fort Bend County and as a Certified Mediator, gaining a wealth of experience in dispute resolution.

Bibi Watts

Born on the east coast but raised in the south, Bibi Watts is a notable poet in the performing arts. She has graced the stage under the name Bee True at several universities and when summoned by arts collectives. Skilled in the ability to write and blessed with the voice to sing, Bibi’s style has been refined as authentic, honest, and emotional. Most of her work resonates with identity, spirituality, culture, and community from its core. Aside from creative projects in the literary arts, she engages a virtual audience around digital marketing, entrepreneurship, and overcoming challenges to achieve success. In the meantime, Bibi resides in Houston, Texas with her family, consumes massive quantities of coffee and is an emerging author.
